Strategy is often about big ideas... but those big ideas need to be translated into meaningful, measureable terms in order for people to do the right things and determine whether or not they are getting the intended results.

Broad organizational goals can be represented as outcomes on strategic outcome maps. These must be refined into clear and specific terms in order for progress to be measured - performance measures.

Assessing Balance

As the process unfolds, the organization builds a suite of performance measures. Performance measures can be classified by various dimensions to assess whether the organization has a 'balanced' set of information.

A balanced set of measures is one which provides a well-rounded, more complete picture of organizational performance. It includes financial performance but will also include other elements such as those related to customers or internal processes. There may be other dimensional frameworks used. For example in a health care setting (e.g. under the Excellent Care for All Act: Ontario, Canada), dimensions such as safety or patient/resident experience may be used. Another layer of dimensions may be useful to classify which performance measures are more relevant for governance oversight and which are more operational in nature.
